Torrington acclaims the 400th anniversary of the granting of its charter

A few years before the town received its charter, Leland, the noted librarian and chronicler, in his records proclaimed Torrington as a great town standing on the brow of a hill with fair streets, a good market and the best fair in all those quarters.
